You need:
Wood Frame
Sand or glitter
Shells
Tacky Glue
Spread glue all around the edge of a frame. Don't worry about making it even.
Sprinkle sand or glitter all around the edge to cover the glue.
Shake off extra.
Glue seashells along the bottom.
